An Indian friend got a visa for Bangladesh, but, unfortunately, his visa page was torn by a child. We used tape to put it back together. Will he still able to travel with that?

Very likely they can not travel with this visa, as a tear in any page of a passport is reason to reject it.
If it needs tape to stay together is (very likely) too much damaged.

Edit after seeing the photo:
With a tear like that I would suggest applying for a new passport and next a new visa, explaining that the visa page got damaged.
And in the future keep the passport out of reach of children.
