I will depart from Bucharest and arrive in Jeddah on a Tuesday at 19:30 local time. Then I will depart from Jeddah on the following Saturday at 20:10 back to Bucharest. I just found out about the new 96-hour transit visa policy. However, as you can see, I will have a time window of a little more than 96 hours between my scheduled arrival and departure. Will I be eligible for the transit visa? What if I pass through the immigration post and enter the airside, say, two hours before the scheduled departure?

Transit visas require that you are transiting through the country on your way to a different final destination. From the page you yourself link to:

Your departure and final destination must be outside Saudi Arabia.

Since you have a simple Romania-Saudi-Romania return, you do not qualify.

More generally, the Saudi 96 hour visa is not an on-arrival visa, it must be applied for at the same time as your flights. It will be offered as an option when booking with Saudia or Flynas; if it's not offered, your itinerary does not qualify.
