Is it possible for a Thai citizen living in France with a "carte de résident permanent" to visit family in the UK without applying for a visitor's visa?

No. Your need for a visa is based on your nationality. Your residence in France doesn't factor into it, as the UK is no longer in the European Union.

There's an exception if you plan to visit a family member who happens to be an EU citizen, if they've been living in the UK since before Brexit took effect (the conditions are a little more complex, but that's the basic idea). In that case, you could apply for a "family permit" instead of a visa. A family permit would not require you to pay a fee, would not involve the same level of scrutiny as a visa, and would allow for longer stays. See the gov.uk guidance on this option.
