I have a temporary residence permit for Germany as a student but have non european passport and I want to travel to Cyprus, the southern part. Can I just travel with my passport and the Aufenthaltstitel or do I need a cypriot visa?

Depends on your nationality.
If you're a Turkish or Azerbaijani national, then the answer is that you need a visa.
If not, then you are entitled to visa-free travel to Republic of Cyprus ("the southern part") with your German residence permit (Aufenthaltstitel).
ENTRY UNDER THE SCHENGEN VISA AND RESIDENCE PERMITS IN THE EU AND SCHENGEN STATES
Since June 2014 Cyprus accepts a valid Schengen Visa (category C, double or multiple entry) equivalent to its national visa for transit through or intended stay on its territory not exceeding 90 days in any 180-day period.
Third country nationals (non EU)* holders of a valid visa category D or residence permit in the European Union (except the UK and Ireland), in the Schengen countries, have the right to visit Cyprus without an additional visa under the following conditions:
- have a valid passport or other document provided for travelling abroad;
- be able to confirm the purpose of travel and accommodation in Cyprus;
- have sufficient funds for stay and return to the country of permanent residence;
- be absent from the list of persons prohibited to enter the territory of the Republic of Cyprus. Duration of stay may not exceed 90 days during any 180-day period.
- There is an exception to the rule, which concerns the citizens of the Republic of Turkey and the Republic of Azerbaijan who need to be issued a national Cyprus visa to visit Cyprus.
