I am a housewife of Pakistani nationality and I live in Sweden with my husband. My husband sent an invitation to my brother to come to Sweden and admitted in it that he is responsible that my brother will go back after the visa expires. Now my brother does not want to go back and wants to apply for asylum in Italy. What will be the impact on us? Our permanent residence application is also due this July. Will it have any impact?

Talk to an immigration lawyer immediately

Not really an answer but too important for a comment: This situation may present a non-trivial risk to your own present or future status in Sweden. Immigration law is very complicated and you need professional help to assess your situation, potential exposure risk, and potential courses of action.

I have no idea how big or significant this risk actually is, but this is not something you want to leave to chance or follow advice from strangers from the internet (as well meaning as they may be).

"Applying for asylum in Italy from Sweden" is not going to fly, so you need to some legal advice what your brother could do. Stating the obvious here: your brother promised legally to the Swedish government and implicitly to you as well, that he would return to Pakistan after his visit. The best course of action for everyone would be for him to make good on his word.

Not sure about Sweden, but in Germany such letters usually state that the inviter is responsible for any and all costs that the invitee may cause in Germany (or maybe in Germany and other EU countries) for the next five years. Or rather, this seems to be the only point of these letters. In particular, it does not matter if any asylum claims are successful or not - the inviter has to pay.

Note that accomodation for asylum seekers can be surprisingly expensive. The asylum seeker may just get one bed in a small and shabby room, but the state (and then you) will pay as much as if it is a room in a good hotel.
