I am a citizen of India, and I am planning to visit Sao Paulo (GRU), Brazil from DEL. I want to know about the transit visa requirements. For instance, if I am planning to go via Rome FCO airport and I have a halt for around 4 hours, do I need a transit visa if I am not planning to leave the airport?

If you have the two flights on the same ticket (not a "self-transfer" with two flights booked separately), then no, you don't need any visa.
Contrary to some other Schengen countries, Italy does not require Airport Transit Visas for Indian citizens.
Terminals 1 and 3 are actually side-by-side, and as far as I understand it you can transfer from one to the other airside. You will have to go through security, but won't need go through passport control, so don't need a visa.
The situation would be very different if:
- You had a self-transfer (you would need a "full" Type C visa)
- You had two stops inside Schengen (you would need a full visa)
- You travelled via an airport that does not allow airside transit (you would need a full visa)
- You stopped in Czechia, Germany, Spain, France or Romania instead of Italy (you would need an Airport Transit Visa even if you remained airside)
